FiLCA qualification - After completing my CiLCA many years ago, it was great to top up my qualifications by completing the FiLCA.  The Financial Introduction to Local Council Administration (FILCA) is a sector specific qualification for Responsible Finance Officers, covering all aspects of Council finance.
